99% of penny stocks rally because a promoter, an IR firm, or a group of traders working together will buy up the cheap shares. They then start going on Twitter and/or hiring promoters to spread the word about how amazing the crappy stock is. By the time you hear about it, the stock has run and they are selling you their shares.
